Ship Speeds in Stormwrack: per round or per move action?

The ship rules in Stormwrack list the ship speeds for the various vessels, in both a sail and an oar speed (as appropriate).  However, it never says what time period this speed is covered in?  Is it a speed per round, or is is a speed as a move action (thus allowing it to move double that speed in one round)?

Here's what it does say:

Speed: The ship’s speed and its nautical maneuver-
ability rating.
 Wind: Sailing vessels have a base speed, which is then
modified by the wind strength. For example, a ship with
a speed of “wind×15 feet” has a speed of 15 feet if the wind
speed modifier is ×1, 30 feet if the modifier is ×2, or 45 feet
if the modifier is ×3. See Wind and Weather, page 22.
 Oars: The ship’s speed while being rowed.

All monster speeds are how far they move with a move action, so it's hopefully reasonable to assume that's how it is for the ships too.  Might help to calculate the speeds into miles (or kilometers if you're so inclined) per hour and see if they make more sense for a move action versus full round action.

Edit: According to my math it's full round actually.  The listed speed for a cog is 2 mph on the table, and in its description it's 20 feet.  20x600=12,000 feet per hour, and divided by 5,280 comes to 2.2727_, which the game would turn into 2.

Thanks.  Idiot moment; I didn't realize there was a table on the same page with mph speeds...   :blush :eh :banghead

Interestingly enough, all those speeds are utter crap.  It lists the longship as going 1.5 miles per hour (up to 4.5 miles per hour with wind multipliers); the PHB lists longships as going 3 mph.  Real life longships average 5-11 mph, and can reach 17 mph in ideal conditions (that equates to a 50-foot per round sailing speed).

50 x 10 x 60 / 5280 = 5.68 mph
x2 = 11.36 mph
x3 = 17.045 mph
