The main mook-type bad guys in my setting are Tanarukk.  The only big disadvantage they have is that they are slow, moving only 20 feet per round.  Silver Marches has a class called Orc Scout that tanarukk specifically qualify for, and although it isn't overall that powerful, at second level it sets the character's speed to 40 ft (and to 50 ft at 5th level), with other class boosts to speed stacking on top of that.

Having some quick scouts would be handy for the tanarukk army currently ravaging my world, and that, plus a level of Barbarian, is a quick way to boost their speed quite a bit.  Problem is the crappy feats that are prerequisites.  Tanarukk have 5 HD, so I could get all three of them by the time a tanarukk is a Tanarukk Barbarian 1, but would have no other feats...

None of the three feats are fighter feats (though a fighter level could net me some other feat), and 3 levels of Ranger is more than I want to invest.  Any other ways to get some of these as bonus feats?

I guess Scout 4 could get me one of them, as well as an additional 10 feet of movement...

Iron Wyrm Vault (CS magical location) can give you Stealthy.

Actually, it's not...  But what feats would we have to swap out?  They have proficiency in all martial weapon (as outsiders), but I thought that was determined not to be the same thing as having the martial weapon proficiency feat multiple times.  Other than that, the tanarukk just have whatever feats they'd gain from HD and class levels.

Invest a level of wiz/(battle) sor and pick up Alertness via familiar? (if wizard, trade Scribe Scroll for a fighter feat)

Horse Totem Barbarian 5 grants Endurance as a bonus feat, as does Undying Way Monk 2. Lv5 Warblades have it as an option.

You could also try giving them the Dragon Wings feat.

Yeah, none of those are appealing, for a lot of different reasons.  I didn't figure there would be an easy way to pull this off, but thought I'd at least ask.

Four levels of Scout and a level of Barbarian only pushes the CR 2 Tanarukk up to CR 5, thanks to the Non-Associated class level rules, so that may have to be good enough for me, as that pushes their speed to 40 feet.

Are you dead set on the Orc Scout idea?  Because you could use the Quick trait from UA/SRD for a +10 speed boost at the cost of 1hp/level.  Coupled with Barbarian and you've got 40 base speed, your feats free and the levels you were going to give over to Scout free as well.
Something inside me dies when I see the word fallacy applied to ideas held about roleplaying. And a small bit of vomit comes up when I see a character called a 'toon'.

I statted some up already.  Orc Scout is non-associated, so with two or four levels of that, plus one of Barbarian makes them only CR 4 or 5, which is so far under the PC's it won't much matter (10th level party).  But, they will be able to do their job well, which is to NOT be a combatant.  Although Orc Scout is by no means optimized as far as a combat encounter goes, it does give some nice abilities for scouts of an enemy army.

They can now move at 50 feet per round, making them very mobile, which stock tanarukk are not.  They also are able to spend 1 minute hiding, and gain a +10 competence bonus to Hide checks.  They can sneak into an area (hide modifiers of +18 or better, before equipment), "set up shop" and just sit and watch the objective, while taking 10 on their Hide check (for a result of 38+).  Not a bad way to keep eyes on the target, without being seen.
