How the hell does this work??

I don't know if I'm just too stupid or its written very strangely, but how does the master thrower's Two with one blow trick work?

Two with One Blow: If a master thrower with this ability uses a thrown weapon to attack two opponents adjacent to each other, she may take a —4 penalty on the attack roll and attempt to hit both opponents at once.The attack may hit either, both, or neither opponent depending on the roll and the Armor Class of each opponent. Damage for each opponent is resolved separately. If the attack roll results in the threat of a critical hit, roll to confirm each critical hit separately.

Is this suppose mean if one would normally attack one opponent, they can instead take a -4 penalty and have the attack hit two opponents, similar to a War Minds sweeping strike? The description starts out as if you were making two attacks, but then switches the wording so that it reads like you are making one attack, without any explanation. Very confusing.

Well what I'm confused about is how this plays into a full attack. Can you use any of your attacks as this if you target two adjacent enemies? So if I have 4 base attacks can I attack them both 4 times? Each with a -4 penalty?

It would seem so. I don't see any restrictions to the effect of "once per round".

Ok I'm reading it correctly now. Heres what I would change to the description so that it would make more sense to ME. . Shouldn't of got hung up on that but I did. Thanks for the help!
