If you are chaotic good, chaotic neutral, or neutral good, millennial chainmail functions as +1 mithral chainmail while you wear it. It is considered light armor and has a maximum Dexterity bonus of +8, an armor check penalty of –2, and an arcane spell failure chance of 15%.
It then goes on to explain its relic powers.

It gives no stats for the armor if you are not CG, CN, or NG...

I'm assuming it would act as +1 Mithril Chainmail for everyone (max dex +4, ACP -2, ASF 20% - same as "Elven Chain" in the SRD), and have the enhanced properties listed above if you are of the correct alignment.  Or at least that's the best guess I can come up with...

I would think it would work as non-magical elven chain - ie, you don't even get the +1.  The rest is as you say.

Elven Chain from the DMG/SRD is already made of Mithril.  But yes.
