I've never heard of the class, and the grammar and spelling has some problems ("with the dms approval"), so I would think not? But I may be wrong (in all likelihood, I am)

Nope.  Looks like some (random) dude's homebrew.


realmshelp has the pre-reqs listed for the real one.

It has it's own ~something progression, iirc to 5th level "spells".
Very short list, probably unexpandable, except Illusion (Shadow).
It can make single charge wand equivalents, for slightly higher cost + 2 item slots.
Weird but decent ... if you don't mind tier-5-ing it, it'll play OK.
