http://www.giantitp.com/forums/showthread.php?t=229374 goes over the horizon walker possibilities, though the big reason it's mentioned at all is for campaigns only allowing the core three books.  It might be something for low tier things too.

The big things for a lockdown build are getting reach, then getting Stand Still, Combat Reflexes, and from there I'm not totally sure at the moment. http://www.giantitp.com/forums/showthread.php?t=137352 has some ideas, but due to your lack of source books you won't be getting things like the Thicket of Blades stance from Tome of Battle or the Supernatural Crusader feat.  Mage Slayer would be open to you thankfully.  Knight 3 could be put in for the Bulwark of Defense ability.

...  That's just plain weird.  Melee actually need that to begin to do decently against casters.  Are they banning the magebane (Complete Arcane page 143) weapon enhancement too?  :rolleyes

The feat you just edited in is actually called Overwhelming Assault.  It's usually not recommended, but in some cases it can work (such as if you're regularly denying the opponent actions like through Stand Still and such.)  +4 is a decent attack boost, but not huge at that level.

Robilar's Gambit is a great feat.  Karmic Strike is another one to think about, but it requires the opponent actually get a hit in on you, so it's less than ideal.  If you can gain worthwhile DR (at least 5) it becomes better.

If you're not allowed to take knockdown, take Melee Weapon Mastery at 8th instead of Greater Weapon Focus. You might not even want to bother with GWF because it's only a +1 to attack.  At 1st level that might be worth a feat, but at 8th and with its prerequisites it needs at least +3 to be worth it.

The value in that is not the full-round attack itself (since doing double damage on a single attack is worse than making a full attack action), but in your AoOs also getting double damage.

Note that monks get pretty much the same thing (check PHB2 page 51 for their Decisive Strike ACF), but at level 1.  Ask if the fighter ACF can be taken at an earlier level because it's entirely bullshit that a monk can get it (with some slight drawbacks) at level 1 whereas the fighter gets it at level 16.
