Dragonborn of Bahamut question

I have a question about the Dragonborn race, as found in the Races of the Dragon supplement.  I'm thinking of running a Crusader for an upcoming D&D campaign, and a LG Dragonborn (Goliath) Crusader seems appealing.  Since Powerful Build is a very nice part of a Goliath's size, would it carry over?  If it does, does the +1 LA hang around?

Opinions?

Also, since the library has only one copy coming home in December, what are the official rules for Dragonborn?

The template entry specifically states Powerful Build still applies actually.  Maybe it is in the sidebar...

Yes, Powerful Build still applies - it's listed in the "Mechanics of Rebirth" section.  And yes, it would still be a +1LA - the dragonborn template doesn't negate other LA costs. 

I'm not sure it's copacetic to list the complete rules out here though.

I'm not sure the exact fluff you want here, but note that a Dragonborn Water Orc gives you very similar stats without the level adjust (and you can just use Strongarm Bracers to wield giant weapons).  +4 Str, +4 Con, -2 all other stats, and a swim speed (plus the usual Dragonborn bonuses).  Based it on one of the more aquatic dragons and you should be good to go.
