So I have started my current campaign. It is a Martial Adept themed Gestalt Campaign where one side is locked into 1 Martial Adept Class and most stats are averaged between both sides rather then taking the best of either. I made a thread over a year ago on the boards (

So anyways my players should be getting their hands on a Legacy-Esque item, the first of quite a few. The group has bee limited to magical items with a CL of 6 or lower and gold below WBL, so these items will be significante boosts to their characters.
I want these weapons to scale based on player investment into them, but I don't like the way Legacy Items rules work for this. I want the theme of the Items to be based off of 2 or 3 Martial Disciplines and require proper knowledge and investment in these disciplines to use to their max potential.
I was thinking that I would have it set up in a tiered system based on the highest level maneuver of a assocaited discipline. Something along the lines of:
Tier 0 : No Maneuvers of associated Discipline
Tier 1 : 1st level Maneuver of associated Discipline
Tier 2 : 3rd level Maneuver of associated Discipline
Tier 3 : 5th level Maneuver of associated Discipline and 1st level Maneuver of another associated Discipline
Tier 4 : 7th level Maneuver of associated Discipline and 3rd level Maneuver of another associated Discipline
Tier 5 : 9th level Maneuver of associated Discipline and 5th level Maneuver of another associated Discipline
In addition to that I may have ritual-esque requirements like legacy weapons, but no actual rituals proper (unless you know, it makes sense)
The Tier 0 would probably be treated as a +1 item of some kind and a Masterwork Item of the associated Disciplines key skills, probably made out of some exotic material
Above that the items would have effects of approriate power usually based off of some preexisting items and enhancments, but also potentially some unique effects and/or emulated class/racial features
I am wondering if this approach will cause any problems. Collecting these items is supposed to be the PCs primary goals and motivations and I don't want them to end up being too complicated or unusable.
