Best setup for metamagic? My possible build.

Abaqua Spell Power from Races and Anaslon 198 allows +1 spellcasting level as a wizard when used by a Racial Emulation changeling, allowing 5th level UM entry

Primary Contact gives you the need 8th skill rank to early entry on 5th level

doing this wastes 3 feats

you could Dark Chaos feat shuffle an artificer's bonus feats for metamagic

I could see a medium sized pile of psi cheese working, but strictly out-of-combat.

Wiz 5ish build / Ardent 2 / return to Wiz
PsyRef on time, cycle through Psiotheurgist feats, 
Cerebremetamagic feat to provide the real cheese.
Probably have to have a Bloodline, for the extra feats.
Basically this is all T.O., and still needs the Recharge help to keep up.
