Stealth Nerf to Master of Shrouds PrC?

I recall reading over the Master of Shrouds PrC and thinking, 'This is an awesome class if I could get into it at level 4 or so!'

According to my Complete Divine Web Enhancement (Link), I looked, and, behold!  It now has skill rank prereqs so it can't be entered before level 7 normally!

What happened?

(Apparently, the Libris Mortis version came out later and what was I was thinking of.)

Huh.
I just looked at the wotc (New) Master of Shrouds Handbook
and it's operating without reference to that ;  but uses Libris Mortis.

Well 10 ranks can be met by the 7th level making entry 8th.

The only reason to use that PrC was for it's early entry and they went and wiped that. Cleric's Rebuke Undead ftw.

The web enhancement for Complete Divine was released in May of 2004, while Libris Mortis was released in October of 2004, so the latter should take precedence.
