The chief problem with optimization is as the more clear your understanding of which options are the most powerful the more you'll trend towards them creating a stagnation.

That's precisely the problem I run into when crafting a new build. If it's a caster it typically uses similar items, similar spells, etc, with the only salient differences being the class abilities, which occasionally drive the build in a direction that's somewhat fresh, but is seldom enough to make it new or interesting.

Though in terms of efficiency and usability I would pit some of my builds (such as my SCM build) against the best currently known builds for that archetype and it would come out on top.

Rapid Wrath + Horned Helm Feathered Wings = Fly 540ft. *snore*
Nice illustration.A single x2 is unavoidable (see climb in the SRD). I was aware of (and only warily used) rapid wrath. But horned helmet pushes the multipliers over the edge of realism (ie single-moving faster than the highest expected speed can dash). So nicely done; you've earned a fix in my sig'd thread.

Vial of the Last Gasp (CV) - wrong name, same effect
Band of Spell Enhancement (Ravenloft) - This can also be replaced with Suffer the Flesh easily enough

Trying to find the Standard of Heroes again - it's for morale bonuses.
No its CAdv136, not Champions of Valor. Please use PAGE NUMBERS so I don't have to search a whole book.

Anyways the +2CL for 1 cast and the single use +1 CL for 10 minutes aren't worth it on a real character.
