It's a first level power, not a 0th level (0th level powers aren't a thing in 3.5, that's a 3.0 psionics thing). But yeah, it's pretty good.
A continuous use item of a 1st level power would cost (spell level) x (caster level) x 2000, so 2000gp. But when creating custom magic items, you should also compare the price using other formulas. In this case, it would be better to use the formula for an item that grants a skill bonus, or (bonus)^2 x 100, so 10,000gp.
Considering that you could buy a 2k gp item around level 4, and doing so would approximately double your effectiveness in that skill, I'd say 2k is too low. 10k might be too high; you can't afford that until level 7 or so, and by then an item that gives +10 bluff might not be the most effective use of your money. Still, 10k is closer than 2k. Maybe call it 8,000?
