Founding the Legacy "Memento" (Legacy Weapon Creation)

So I'm making a legacy longsword/bastard sword and I could use some advice. Firstly how should I handle slotting in maneuvers into the customization menus? Also I may be playing a vairiant that removes the stat penalties, so which price range should I go with? Sorry if these are noob questions this is my first time seriously using WoL. I will probably post the actual weapon here.

Okay here's what I made using the WoL menus, ToB and this discipline. I will be using the star penalties after all, so I need to figure that out as well. Starting with a +1 longsword.

Idk enough to comment on the homebrew discipline or TOB with WOL.

The prc advances your base class at 8/10. 
What or which base class (?!) is an important question.

Um, I'm using Osl's Moon Vanguard and PrC to Paragon. I don't intend on using Legacy Champion if that's what you mean.

For anyone that may be reading this, I decided to go with Table 4-3 for penalties, which is skill check penalties and HP loses.
