Phoenix00 and KellK have pointed out the "broader" definition of what Magic Mantle says.
You know why? Because Psionics closely limits ML boosters. They get very little in that area.
There is no broader definition.
A says "identical" means take levels in shadowcraft mage or so other stupid thing.
B points out A is wanting a language debate and hopefully tells them to piss off.
C plays nicer and points out the same thing B did, but also points out the example calls Dispel Psionics which helps clarify what the only person that matters meant. Also, the entry further says most campaigns already treat this in this manner, orly and why? Because Transparency rules say so, therefor most campaigns already have the main benefit of the Magic Mantle applied. "Most" useful is another stupid language debate, even with Transparency you still gain a selection of limited powers and there for it's still useful.
I'm mostly a B man, but there is my try at C. Language debate on one word vs intent of author which points to Transparency rules which don't allow any such thing.
