Thoughts on Urban Arcana?

Although D20 Modern is kind of "blah," I always thought that Urban Arcana had potential.  Perhaps it's because I like the idea of "D&D in the modern world" crossed with Buffy-style "hidden magic" a la World of Darkness.  But the setting felt... lacking.  Beyond several organizations with a magical twist, there wasn't much in the way of world details: it doesn't really detail how the Shadowkind integrate into society, and there's no overarching themes beyond "there's magic and monsters living among us!"

I was wondering if another rules system would serve the concept better.  What do you guys think?

I love the Gnoll pimp from Urban Arcana's bestiary.  It became a repeat NPC when I DM Eberron.

For a modernish setting with integrated magic and monsters, Shadowrun seems to do it well.

For a modern setting where magic is hidden and kinda screwed up, Call of Cthulhu.
