Neither does he. He doesn't allow any homebrew. His is just rules on what's banned, why it's banned, what's allowed, and what things are stupid so they're not allowed. There's still some 3.0 stuff that's allowed, including prices, keen and improved critical, and he explains why that is too.

He's ruled that keen and improved crit stack?  That'd be fun with kaorti resin weapons.   :plotting  Especially if the 17-20 version of Bladed Gauntlet is allowed, but from what you've said it'd be called out on.

Possibly. Some weapons aren't allowed. The reason he allows them to stack is he read an interview with the guy who wrote it, and the math behind it. It was sound, so he kept it. I allow it in mine too. They're basically the equivalent to a competence bonus stacking with an insight bonus. That stacks, so so does this.

Ugh. Touch is just the name of the mechanic, because the main purpose for it is touching. All it is, is an attack roll that bypasses armor (and similar bonuses).

This sounds like a DM I read about who wouldn't allow Dragon Slaying Strike (or whatever it's called) to be used on a wyvern because of the name of the ability.

I don't know. Never been brought up. However, the point is moot. He's brought up other examples of items that mimic wraithstrike. Those will be allowed, a custom item won't. If I really need to, I'll get wands and eternal wands.
