The Skin of Kaletor

A 12k mantle from Dragon #324, it boosts your druid level by 4 for the purposes of wild shape, or allows you to wild shape 1/day as a 4th level druid if you can't already wild shape. Also has a hefty penalty to charisma-based checks while wearing it.

Is this worthy of notice for druid builds, or as a utility item for non-druids? It seems like it'd be even more worth it for wildshape rangers.
Insatiable player of odd characters

Lvl 4 druids canĀ“t wildshape though so it seems only useful if you already have wildshape ability.

If it affects HD, size/type and uses per day then that's pretty nice.

Could be used to meet prerequisites faster, if you're not going druid 20 for some reason. :p Even if it can't grant you wild shape if you don't have it, it lowers the investment to a 1-level druid dip.

You treat your wild shape as 4 levels higher thus better forms and more uses.

The cloak has the further benefit of you not liking the charisma penalties well take off the damn cloak and put the cloak in a bag of holding (or other item).  Suddenly the penalties go away.

-----------

It is a badly designed item for it is a no duh item that is very cheap to get.  The pricing is kinda mitigated by the charisma penalties but how often do you need to make charisma checks while wildshape.  Usually you are doing your FACE time at a different time than you being wildshape.
