Can we make a 4e Batman Wizard?

So what with the "Heroes of" books releasing non-combat powers, skill powers, and various dragon magazine stuff (such as the return of Dragon Magazine Silent Image as a standard action), could we make a wizard with a bunch of noncombat powers that oblivate skills/skill challenges?  I think it's worth a shot, just because.

Any ideas?

Companion Character ... can have as many Rituals as the DM will allow.  "Human As Monster" as a CC , can have training in perhaps 5 skills.  Then there's the access to monster powers that more often than not, have slightly more mojo than the same level PC powers.  That covers a whole lot of ground, but is a below average combatant.

Master Of Moments epicD has some open ended ritual goodies.
Elven (?) High Mage (wtf) epicD from very early 4e Dragon mag, has a few more open ended ritual goodies.

Spam the Consult Oracle 16 divination to find:
the maker(s) of Uncommon or Rare magic items
Sarrukhs to do unspeakable damage to the 4e multiverse
Artifacts

Assuming they haven't errataed the Essentials loophole (that it's legal with all previous D&D materials, rather than all 4e materials), one could just import a 3.5 wizard :p

Oh yeah that ...  ;)

Chameleon ppath combined with Lich
Brain Graft would allow the PC to switch
around the 11 , 12 and 20 powers with
their party mates over and over.

Golf Bag ... is always do-able.
Golf Bag with Duplicate Ritual = rather silly.

Could work.  We could also throw in the feats from the "Heroic Tier Rituals" article.

Was wondering about the planeshifter PP. could we work that in?  It'd take care of our combat problems because we could just find or make a teleportation circle to an unpleasant place, use slumber of the winter court with all the save penalties, and throw dudes through the portal.

How does that CC thing work, exactly?

... mix the two together, and infer a little from the rules = good stuff.
Isn't really all that, just +5% on what the game maths want.
It's the versatility and the rituals that do it.


I haven't has access to Manual Of The Planes for a long time.
But yeah, the Skill Challenges stuff could be C.O.-ed but
the wotc 4e CO didn't bother with it.  Too bad.
Rerolls, Oghma Theme 5 power ... iirc there's a build that
tries to get everything onto Arcana checks.  That'll do.
