Bagpipes count as a wind instrument.  Just refluff as necessary.

i think 'performance' bagpipes are called masterwork in d&d terms. maybe magically enhanced so the sound carries further.

Considering a good set of bagpipes can cost as much as a car, I'd definitely hope they're masterwork.

Now I'm curious if it's possible to make a masterwork kazoo.  Hmm...
