Shadow Mastiff is underwhelming for a spell with XP cost. A shadow or a pair of shadows would be great but they don't match the "elemental or outsider" requirement.

Well... I was going to suggest a Shadow Demon, but it seems the BoVD version has 10 hit dice...

What about a half-fiend shadow?
It can be a little cheesy though applying templates like that.....
