Is the Nalfeshnee short one skill?

The Nalfeshnee is an outsider with an intelligence of 22.  That should give it 14 skills with max ranks (or its equivalent).  As a 14 HD creature, skills can have a maximum of 17 ranks.

Here are its relevant stats:

Skills:    1Bluff +22, 2Concentration +25, 3Diplomacy +26, Disguise +5 (+7 acting), 4Hide +10, 5Intimidate +22, 6Knowledge (arcana) +23, 7Listen +31, 8Move Silently +18, 9Search +23, 10Sense Motive +23, 11Spellcraft +25 (+27 scrolls), 12Spot +31, Survival +6 (+8 following tracks), 13Use Magic Device +22 (+24 scrolls)
Skills:  Nalfeshnees have a +8 racial bonus on Listen and Spot checks.
They have no feats that alter their skills in any way.  The bolded skills are those with max ranks (it has zero ranks in Disguise and Survival).  I count 13 skills.

What's up with this?  It was never corrected in errata.  Should I give it an additional racial skill with max ranks?  Should I spend the extra skill point cross-class in whatever I want?

There's nothing in the Errata about this. Also, the only possibility why it has fewer ranks that comes to my mind is because it's HD grant an ability score bonus that is added at level 4, 8 and 12 to it's int score. But I don't know if wizard used this rule for their monsters or not.
But I think you're right, they are short one skill.

There are lots of wizards monsters that make no sense like that, same with the sample npcs. Favourite one is Maugs who fight with a two bladed sword despite not having proficiency or two weapon fighting listed

I ended up just buying Decipher Script cross class, so I get the synergy bonus to UMD with scrolls.
