Yes, indeed you can. Though neither Scouts nor rangers get UMD.

There is this nifty spell called Updraft which might help, as it explicitly moves you up 60 feet, then lets you drift down.

Righteous Wrath of the faithful only works on melee attacks.
For divine spellcasters with access to the spell domain, they can grab Draconic Polymorph and persist it so they can be an upgraded Arrow Demon.
