Y not distribute a drug to the people with a mighty addiction chance (Mordayn Vapor is a prime candidate) and control the people through their addiction? Also It would help to create one of these  hanbalani monoliths or somesuch from SoS that radiate complacency waves. And last but not least, make 2 opposing religions or sports teams (or both) that are always on each others throats while secretly being controled by the goverment. The peons won't even see it comming

Football hooliganism is the closest real life equivalent and the problem with that is damage to the city... what if they break some of the expensive wards or magical stones?

I know Vetinari brings back "Foot the Ball" in unseen academials as a way to keep the populous entertained but he's not really a fascist in the sense people seem to be going for here... whilst Vetinari is the epitome of dangerous politicians and a very well informed leader with spies and an a brilliant mind... he doesn't have things like glyphs preventing people going where they shouldn't... rather he makes them think they're happy where they are.

Addiction works in a way... such as the drug from Equilibrium... although that doesn't have addictive qualities people are required to take their prescription daily, added bonus of having a calm emotions (or remove emotions) effect. If you make it addictive the issue is people stealing it from others and overdosing... however if you combine this with the quill mentioned earlier (which was amazing) and make one of the laws "you must take this drug" it's an effective way of having your already completely loyal guards immune... because they're not subject to the drug in the first place; added hilarity is they're literally above the law because they're not compelled to follow the law.

To add to the photostatic stone, you could add in invisible spell for a +0 and just make it like thin veins of invisible stone that's flush with the stone it's laid onto. to add with covering maximum surface area in minimal time. In general Invisible Spell is a good feat for a sneaky underhanded government.

I'd also make one of my clerics a church inquisitor (complete divine). He could be my chief interrogator and investigator.

Other laws/rules/customs

All dead belong to the government, and will be raised as undead to be used as troops/manual labour.
The more your population grows the more troops/manual labour you get that you don't have to feed.

There is a specific Ministry of Reclamation, with Necromancers, working in desecrated, specially prepped facilities, using corpse crafter feats.
Animals can also be Reclaimed, an undead ox/or horse never tires
Any ships you have would be rowed by undead
As a constant power source, no need for windmills or waterwheels, as you have undead powered wheels

As cities location, make it in the middle of a desert or island in the sea, difficult to leave, or to get to
Water and Power sources are controlled by the government, Rune Circle of endless water, to provide the living with water.
The flow of this can be carefully controlled via water reservoirs, gates etc..

Just thoughts, I'm coming up with for my other thread...

no need to work, unless you have the desire too, or the need to create etc..

or

make them slaves to the system, by addiction, controlled access to  basic needs (water, food) etc.

these thoughts are not mutually exclusive

Oh come on. Police state run by an effectively omniscient(Through the Weird engine) Big Brother. Rule through fear. The ability to know if someone will be a revolutionary before it happens is so much more valuable in shutting them down, and it's safer. Combine with Shadowsteel Golems as a police force, and fun ensues.

Let us not forget classic examples like public executions and flogging to keep the serfs.. motivated. Also a good source of fear would be unleashing a few fiends\werebeasts\renegade spellcasters\desease carriers to threaten day-to-day safety so as to keep the peons scared and depended on your awesome goverment for protection

A Weird engine is simply a bunch of Simulacra, or even just bound Weirds. Weirds have a bunch of powerful divinations at will as a free action. Therefore, weirds are effectively omniscient.

So, you use a couple of omniscient beings to know everything. Now just go all Minority Report on your minions.
