Sounds like a good plan, but some of those effects should come online at lower HD. Perhaps at low levels just get rid of mind-affecting, then later on the freedom and then later on the teleport/plane shift.

Leprechauns are slimy little buggers, incredibly hard to capture and keep. All of the following happen simultaneously with the Leprechaun's pot refilling, and any abilities duplicating spells function even in areas of no magic (CL=HD): at 3HD all malignant mind-affecting spells and effects currently affecting the Leprechaun are automatically ended. At 8HD, the Leprechaun gains the benefit of Freedom of Movement.  At 13HD, the Leprechaun is automatically affected by the Freedom spell, and at 18HD he may choose to gain the benefit of Greater Teleport or Plane Shift.

Looking better, but I would say one last detail would be making the aura's range fixed, or at least progress at a slower pace. You already have scaling luck bonus and re-rolls, 5feet/HD range seems a bit too much to me.

Cool.  I'll just make it a flat 30'.

EDIT: Made the change and added the ability into the OP. The Leprechaun should be good to go.

On a separate note, should I put in synergy with anything? I'm not sure where someone would go after taking this class. Maybe Bard?

I think Bard or Sorceror would fit the Leprechaun pretty well, personally.

No further critiques, added Leprechaun to the index.

I would say there's no need for any  specific sinergies. The leprechaun already has the awesome scaling pot of gold ability and staff, so it will perform well with any combat class. Would work great for charismatic roguish characters.

So, what should happen with the Luck rerolls you get from Pot-O'-Gold if you haven't taken enough Leprechaun levels to get Incredible Luck, and you haven't taken any [Luck] feats? This is currently undefined - it just says you get "bonus luck re-rolls," with no explanation of their use.

Well, I would say that if you only invested one level on the class and don't have any Luck feats, the the bonus re-rolls won't do you any good.
