Is it legal to take a bastard sword focus without the exotic weapon proficiency (that is, treating it as a two-handed weapon)?

The rules for Weapon Focus are on the d20srd here:
http://www.d20srd.org/srd/feats.htm#weaponFocus
The short answer is that you need a weapon proficiency and +1 base attack before you can take the Weapon Focus feat.
So the short short answer is no.

Hmm. I though bastard sword would be a special case (since it appears in two categories so to speak - it is a one handed exotic weapon and a two handed martial weapon)

sure you can. you just can't wield it with one hand and treat it as a 2-handed martial weapon.

Or you can get Larger, and wield it as a smallish normal sword.
