Homing Amulet-Whenever you make a thrown attack and you miss, you can make a Sense Motive check by expending one attack of opportunity.
If this Sense Motive check beats the target's AC, you throw an amulet from Highly Responsive to Prayers at your opponent that automatically hits, ignoring any miss chances and similar, including mirror image and similar!
If the miss was for a maneuver, does the effect take effect with the Homing Amulet? I'm guessing not.
... and what sort of item would one buffing Sense Motive be? My assumption would be some sort of clasp or something: close to/on the head, but not so obvious as goggles.

Additionally, is there anywhere in the world that has recently suffered an environmental cataclysm? Especially desertification.
If the homing amulet itself misses, you don't get another free attack.
As for enviromental cataclysm, the closest thing is that high use of fire elementals and undeads on the eastern region has led to the creation of a massive desert. However feel free to create your own cataclysm in the past and I'll make it canon! (and sorry for not replying to your PM, juggling a lot of D&D stuff right now, let's see if I can update one of the PS campaigns still this night).

Seems very interesting, although I have two questions.
How high-powered do you wish the PCs were? I had that one idea and would e.g. ur-priest/shadowcraft mage casting persistent shapechange at level 14 be too high-powered?
Also, do you think that language would be a problem? Honestly speaking, I am not a native speaker, but I believe I am a little over Cambridge's CAE level, if that tells you, Americans, anything
14th level persistent shapechange is indeed way over the top. Persistent Divine metamagic is fine, circlets of rapid casting is fine, incantrix and stacking turning rods is not, anything that lets you cast high level spells sooner in level than a wizard could is not, bypassing exp/gold costs is not as well.
This is, I could allow that, but then the monsters would start using such kind tactics as well, and everything would end in a black crater.
Language definetely not a problem on the player's side, since I'm not an english native speaker myself and I constantly get people complaining about my english grammar.
