7 hands and 1 tail = ~22 attacks (before iterative is added)

I don't understand.  How do you get 22 attacks?

14x double light crossbows + 7x crossbow bayonets + 7x crossbow knives + 7x elbow blade + 7x sleeve blade + 1x tail blade + 2x double light crossbow (tail) + 1x crossbow bayonet + 1x crossbow knife = 47 attacks

you could add more (not including dragon magazine or natural weapons)...

above + 1x horned helmet + 1x foot spikes + 2x boot blades + 2x knee blade + 1x unarmed strike + 3x armor spikes (armor, dastana, chahar-aina) + 3x armor razors (armor, dastana, chahar-aina) = 60 attacks (for 5th level or below)

adding multiattack, speed, aptitude cheese increases these attacks drastically

you could also have 3x gauntlets, and throw all your weapons as improvised thrown weapons for another 57 attacks

so a total of 117 attacks at 5th level or below

Nah, it'd take five minutes. :P Roll a massive handful of d20's, cause only the nat20's will hit.

I just took another look at Libris Mortis.  This may sound silly, but are we sure that the Skeletal Hand graft (and similar ones) don't replace your existent hand?  That's what it sounds like to me, rather than granting you an additional, third one.

It seems to me that if it did something like that it would be spelled out more, e.g., the Third Hand from MiC.

The wording doesn't specify one way or the other, but other grafts specifically say they replace existing body parts (ex.: Vampire Fangs) or occupy empty sockets (ex.: Eye of Flame), so... i guess they keep adding to the existing limb count.
