Preliminary version:

Ra Tilt

Conjuration [Force]
Level: Cleric 8, Spirit Shaman 8
Components: V, S, DF
Casting Time: 1 standard action
Range: Close (25 ft. + 5 ft./level)
Target: 1 creature
Duration: Instantaneous
Saving throw: Fortitude half; see text
Spell Resistance: Yes

This spell deals 1d8 points of force damage per caster level to one creature in range. If the target's HD is lower than your caster level it instead takes 2d6 damage per caster level. If the target's HD is 10 or more lower than your caster level it is destroyed instantly. A successful Fortitude save halves this damage and negates the destruction effect.

Isn't a Ra Tilt a fairly wide pillar centered on the primary target?
Everything is edible. Just that there are things only edible once per lifetime.
It's a god-eat-god world.

Procrastination is the thief of time; Year after year it steals, till all are fled,
And to the mercies of a moment leaves; The vast concerns of an eternal scene.

Pillar of fire God summoned from the heavens to block Eqyptians from Jews in Exodus.
Heck, when Moses parted the Red Sea!
And when God made the Earth crack open and swallow the heathens in the Jewish camp.

Also, Yu-Gi-Oh has some cool ones!
Mirror Force, where you attack is reflected in it's entirety.
Dark Hole, which summons a small black hole to kill everything.
Polymerization fuses two critters into one critter.
Toon World.
Yami himself uses Mind Crush on people regularly, in addition to banishing their minds to the Shadow Realm.
A smile from ear to ear
3.5 is disappointingly flawed.

It's referred to as a single-target spell, and stronger targets can shrug it off with little pyrotechnics.

Pillar of fire God summoned from the heavens to block Eqyptians from Jews in Exodus.
Heck, when Moses parted the Red Sea!
And when God made the Earth crack open and swallow the heathens in the Jewish camp.
Couldn't those just be represented by wall of fire, control water and sanctified earthquake? Well maybe a really big wall of fire, but it seems safe to assume that God is epic-level. In any case, their effects are more vague than the ones statted here already.

The first is spell turning, Mastery of Counterspelling or the like. Toon World is... weird, and it doesn't do anything other than allow you to summon Toon monsters. There are already spells and powers which handle Mind Crush too pretty well. Polymerisation... the fusion power already exists, but...

Transmutation
Level: Sor/Wiz 7
Components: V, S, M
Casting Time: 1 standard action
Range: Close (25 ft. + 5 ft./level)
Target: 2 willing creatures summoned by you
Duration: 1 round/level

As the fusion power except that two beings summoned by you (that is, via Conjuration (summoning) effects) are fused into a single being, with you choosing which one's personality is dominant.

Material component: A children's playing card.

Anything you'd like to see?

Negima's Evangeline A.K McDowell: End of the World (Kοσμικη Καταστροφή)

Basically a large AoE Save or Die. It was awesome when she did it in the series though...

Kosmike Katastrophe [Κοσμικη Καταστροφη]

おわるせかい owaru sekai

Ending World. The most powerful spell in the ice element. An annihilation spell which completely encases the target area in ice via a bounded space extending 150 feet in all directions, with a temperature of absolute zero. Upon the completion of the incantation, the frozen target area is completely shattered. Due to the extreme low temperatures reached, this magically-induced phenomenon goes against the second law of thermodynamics and reaches the realm of superfluidity and quantum hydrodynamics.

The ice variant of Ourania Phlogosis; however, this is comparatively a more difficult spell.

契約に従い、我に従え、氷の女王。来たれ、とこしえのやみ、えいえんのひょうが。全ての命ある者に等しき死を。其は、安らぎ也。
To sumbolaion diakoneto moi, he krustalline basileia. Epigenetheto, taionion Erebos, aionie krustalle, pasais zoais ton ison thanaton, hos ataraxia.
“Obey the contract, obey me, queen of ice. Come, everlasting darkness, the eternal glacier. All living things die equally. So, be at peace.”

The first verse (up until “…eternal glacier”) can technically be used stand-alone, in which case the spell would be Kosmike Krustallopegia [Κοσμικη Κρυσταλλοπηγια] (こおるせかい Freezing World). When she still wandered the world as a wanted fugitive, Eva would use this spell against the bounty-hunters who came after her; for those who were hesitant to fight a ‘child’ or afraid to be killed, she would omit the second verse.
Maybe split it into two spells; the first freezes, the second shatters?

Possibly but thinking about it... its probably an epic spell to begin with. or horribly overpowered...

If you are in the (enormous) area when it goes off you are screwed, probably with no save either.

Balance, what's that?

Kosmike Katastrophe (Kosmike Krustallopegia)

Evocation [Cold]
Level: Sor/Wiz 7
Components: V, S
Casting Time: 1 full-round action
Range: Long (400 ft. + 40 ft./level)
Area: 150ft-radius emanation
Duration: 1 round; see text
Saving throw: Reflex partial (object); see text
Spell Resistance: Yes
Heed the contract and obey me, queen of ice! Come, everlasting darkness, the eternal glacier!
To all living things, an equal death. End of the World!

You create a wave of intense cold which freezes any water within the area of effect and converts the area to difficult terrain. In addition, any creature who enters the radius (or is within the radius at the time of casting) takes 1d6 points of nonlethal cold damage per caster level and becomes frozen solid (treat as paralysed, except that immunity to paralysis does not apply). A successful Reflex save halves this damage and negates the freezing, but a creature who ends their turn within the effect still becomes frozen unless they succeed on a second Reflex save at the same DC. A creature with HD higher than your caster level is merely entangled for 1 round/caster level rather than frozen.

On the round after casting this spell you may cause the ice to shatter as a standard action, slaying every creature frozen by it. If you do not do so, affected creatures remain frozen for 1 hour/caster level. The rest of the ice created by the spell melts over the course of 1d3+1 hours.

Thats actually a fairly decent Evocation 7 I reckon.

Regarding the Dragon Slave...

Didn't it work by attacking the target's spirit, with the magical energy that didn't go into the spirit-destroying effect becoming the source of the giant explosion?

On the note of Negima... any thoughts regarding some of the other spells? For some to throw about...

(click to show/hide)

From a lesser-known series... Beet the Vandel Buster.

(click to show/hide)

It's late, so I'll toss up some more ideas at some later time.

Yeah, all Black Magic works like that, but that's a setting thing; to do things properly you'd have to change the rules on Outsiders, and modify half the spells in the game to work that way.

Exarmatio [Disarmament]
Back on BG someone mentioned a spell from Nymphology which does this.
(click to show/hide)
Or you could try shatter.

Quote
Aperantos Leukos Ouranos [Endless White Ninth Heaven]
I'd say the anti-barrier anti-construct stuff is just a matter of ignoring Spell Resistance.

Quote
Dios Logche - Titano-ktonon [Spear of God - Titan-Slayer]
Some variant of Channel Spell which works through other spells.

Quote
Melan Kai Sphairikon Desmoterion [Black Sphere Prison]
Where was this used?

From a lesser-known series... Beet the Vandel Buster.
Unfortunately, I've never seen it. Nothing stopping you from trying yourself though. :p

Melan Kai Sphairikon Desmoterion [Black Sphere Prison] (a spell that wraps up a target in a ball of asphalt, and then seals the ball with a shrinking bounded field [in D&D terms, perhaps the bounded field is represented with a layer of force on the outside of the prison?] - may result in suffocation if maintained)

Probably best represented by Eternity of Torture (BoVD) or Imprison. Possibly also Force Cage (Solid version).

Following from Kosmike Katastrophe
(Also, relevant)
(click to show/hide)

Ourania Phlogosis
Evocation [Fire]
Level: Sor/Wiz 6
Components: V, S
Casting Time: 1 full-round action
Range: Long (400 ft. + 40 ft./level)
Area: 150ft-radius emanation
Duration: 1 round
Saving throw: Fortitude half (object)
Spell Resistance: Yes
Heed the contract and obey me, tyrant of flame! Come, flame of purification, the burning greatsword!
Flow out, the fire and sulfur burning Sodom, turn the sinners into the dust of death! Burning Sky!

You create an intense firestorm which provides concealment as a fog cloud within the area of effect. In addition, any creature who enters the radius (or is within the radius at the time of casting) takes 1d8 points of damage per caster level (half fire and half desiccation), and half this damage again on the following round. A successful Fortitude save halves the initial damage and prevents damage on the second round. A creature or object destroyed by this spell is entirely disintegrated, preventing any form of resurrection which requires part of the corpse.

Given that Endless White Ninth Heaven is noted to keep freezing enemy barriers repeatedly, it's probably more that the spell continues attempting to penetrate SR until the duration ends or it gets a success.

Melan Kai Sphairikon Desmoterion... I think it's one of Dynamis' spells. I forget the exact scene he used it in though.

I'd try to stat out Burst End myself, but I don't really have an eye for determining balance. As it is, I'll try to describe it better as shown in-universe (I'd point you to the manga, but scans haven't gotten that far, so I'd have to direct you to official translations. I'd point you to the anime, but youtube doesn't seem to have episodes up anymore, and other streaming sites seem to have had most of their episodes removed)
(click to show/hide)

It kinda reminds me of a Channeled Pyroburst spell that has been channeled a full two rounds, with an added effect akin to the Explosive Spell metamagic, except the area of that metamagic reaches beyond the fire itself.

Hm... no more ideas are coming to me at the moment.

Seems to me the spell could inflict a signficantly higher rate of damage per CL, thats what Fire spells are best for in Negima after all.

The elemental associations as I understand them:
Fire - Greatest destructive power. It deals with barriers by overwhelming them with too much damage to negate, with evasion by covering a larger area than they can move out of. Probably better area and damage formulas, but doesn't do much else.

Wind - Capturing aspect, its good at diverting other effects and generally bypassing stuff. Defensively it reduces accuracy rather than damage, offensively it contains sleep and capture magics.

Ice - Versatile, but weaker at straight damage for the same difficulty. It can harm by temperature, bypass magical defenses by attacking the environment(ice attacks have been demonstrated to bypass magic cancel by freezing the air instantaneously), bypass anti-energy barriers by forming solid projectiles, or physical barriers by forming projectiles AFTER the barrier. It also has some aspect of Effect Over Time, continuing to advance and freeze stuff after release.

Lightning - Paralysing, enervating, fast and penetrating are the attributes. If its alive, electrical attacks can numb or disable them entirely, its likely one of the fastest(and thus most accurate) basic element, with some speciality in breaking barriers by concentrating force on a point.

Shadow - Apparently its stuff from another dimension. Seems fairly versatile because of that.

Darkness - Basically the Yin element, it doesn't actually blast, but absorbs away some attribute. The basis of Magic Erebea(since you absorb a force to strengthen yourself). Not sure how it turns out.

Light - Basically the Yang element, it goes by raw power and repels. Probably very similar to fire, except with more focus.

So going by the known attributes. Endless White Nine Heavens would be to use Ice's attributes to bypass resistances, Ice's persistence, Lightning's speed and spread. So I'm thinking a spell that would perform the following:
-On release, it conjures a field effect similar to Black Tentacles, which then homes after the designated targets while the duration lasts.
-Each created lightning 'vine' acts like a summoned creature, traveling a great distance to pursue its target or simply quest for a target. The area traversed is affected by a freeze effect(see below), possibly from an aura of the 'vine'. The vine itself is made of lightning and thus incorporeal and able to attack other immaterial beings.
-The area freeze is an environmental effect that converts terrain into impassable, solid, frozen terrain. Creatures caught in the area must save or become immobilized(which makes them vulnerable to being full attacked by the vine). It is of course Difficult terrain(which quickly becomes solid ice walls) and also thorny.
-When a 'vine' reaches its target, it will perform a number of touch attacks on the target. If it hits, the target is then subject to a will or fort save magical(SR applicable) Stasis effect, and is also frozen and unable to move as per the aura. Damage is unknown, but not really relevant.
-If the target is still within the range of the vine, the vine will constantly attack and attempt to freeze and commit the target to stasis. This may be preceded by a dispel component(derived from Lightning's penetration)
-All but the stasis effect are instantaneous, the stasis is constantly reapplied.
Possible defenses include dispersing all conjured 'vines' via magic cancellation(noting the ludicrous caster level and large number of vines generated, you want to disperse them all before they reach you and trap you with the aura), being literally impossible to hit or outrunning the vines before they catch up.

EDIT: Hmm...looks awfully like Magma Kraken from Exalted.
Everything is edible. Just that there are things only edible once per lifetime.
