[3.P] Harpy fluff and rules

Harpies in D&D are humanoids with bird features. They have arms and wings as seen on the picture below.

But there's also another version of harpies, one where they have wings instead of arms (or rather their arms are wings), as seen on the pic below.

Assuming that the second harpy version's wings are hands as well as wings (so they can hold stuff and wield weapons and cast spells, etc.), are there any other possible issues with any rules?
I guess they wouldn't be able to hold stuff (or at least use it) while flying. Would that be all?

The second version might have a problem wearing bracers designed for humans.

i recall a dragon in faerun who specifically learned how to use wands in his wing claws while flying. devastates opposing dragons with this trick. i don't think there is any reason to restrict such a harpy from using weapons / wands in wing claws. i would think that one could not wing buffet in the same round as a weapon / wand attack.

A harpy doesn't have a wing buffet anyways, so that's moot.

Depending on how winglike you want it, but if they have an index and thumb claw free they should be able to pull it off. Maybe if their fly is poor or clumsy you should restrict it.
