Yeah, that 16th level cap bs is why for the past decade to this day and forevermore into the future, I hate the Githyanki race.  Even back when I was just learning D&D, I could spot bullshit in the rules when it's that massive.  What a goddamn stupid race, natural selection demands every last one of them be removed from existence.
