Magic Item Tattoo that grants a spell effect?

Got a friend who is starting a new campaign, and he wants members of a certain group to have something along the lines of the following effect:

A "gang tat" that functions as a one-time use dimension door or teleport effect.

The best thing I could come up with was a scroll crafted (tattooed) on an individual's arm, but that only works for casters.  He wants something that anyone can activate on themselves, no UMD needed.

Is there something like that in the rules?  I suppose it could be treated like a dragonmark...

I'll suggest the Least and Lesser Dragonmarks of Passage to him if there's no magic item to do it.

Psionic tattoos (XPH 170) work a lot like potions for psionic powers. They only go up to 3rd level, though, which cuts out Dimension Door and Teleport. If (much) shorter range 'porting is acceptable, you can use Dimension Hop (CPsi) or Dimension Slip (http://www.wizards.com/default.asp?x=dnd/pse/20031219a), both first level powers.

Single-use magic items can look like basically anything, or at least be used as a basis for costing the tattoos. Check the rules for crafting runes, I think would work.

Check the rules for crafting runes, I think would work.
From FRCS/PGtF?  Yeah, that might work...

Either that, or just reflavor a potion (mix it into the tattoo ink or something), keeping the activation time the same.  The tradeoff between difficulty of removal and inability to hand it to someone else is about even.

There's also a swift action panic button from CS that dimension doors you 30 feet.  That would be easy to refluff as wel.

Just use the custom item creation rules p285 of the DMG. It's a one time use, spell effect, wondrous item, that does not occupy a body slot.
