It's useful for str-based TWF, although that kind of thing is uncommon for D&D type stuff. Swap over to some stuff in World of Warcraft and you've got fury warriors using a 2h weapon in each hand and just smacking stuff around like no one's business. Or two 1h weapons for faster attacks. Then there's the frost death knights who get some good hits with 2 1h weapons. All three of those "specs" are based on strength, not agility like the six other TWF specs.
