[3.P] Telekinesis master

Two things:

1. What's the fastest/easiest way to gain Telekinesis - either at-will or at least with enough uses to be spammable?
I know about Vamipre Lord (which I love), but it's at 10th level. There's also Nosferatu, a slightly weaker version of Vampire, which is only +2 CR, but I already use the aforementioned Vampire Lord for one NPC, so another Vampire is out.

2. Are there ways to optimize Telekinesis to be better or more versatile, other than Master of the Unseen Hand?

I'm building a Telekinesis master and would like to preferably do it without using a caster, or at least a full caster.

The Ghost Savage Progression gives at-will Telekinesis.  It used to be on the WotC website, but the link is (at least temporarily) dead. 
I'm not arguing, I'm explaining why I'm right.
