Free Dispel Magic on Touch Attack?

The +1 weapon bonus "Dispelling" reads as the following.

Property: Weapon
Caster Level: 5th
Aura: Faint; (DC 17) abjuration
Activation: Free (command)

Arcane symbols cover this weapon, but many are scratched out and defaced, obscuring any meaning.

When you strike a creature or object with a dispelling weapon, you can activate it to target that creature or object with a targeted dispel magic effect (as the spell).
A dispelling weapon functions three times per day.
Prerequisites: Craft Magic Arms and
Armor, dispel magic.
Cost to Create: Varies.

Could I use this enchantment on gloves to get a free dispell off while casting another spell?

Example 1 : Enemy is casting a spell, trying to go in for a touch spell to interrupt.
Example 2 : My ally got paralyzed, trying to move to him and put a new buff on him with a touch attack.
Example 3 : I wish to destroy a poisonous cloud by moving through a cloud.

In case it works, what are the conditions required to be met in each of above scenarios?

It has to be a weapon, so something like gauntlets would best serve your purpose.  Regular gloves are not weapons.

As far as the numbers go:

0:  We need to determine if a touch attack would actually work.  My gut is saying no since it says "strike" which implies actually causing damage with the weapon.
1:  You can ready a regular weapon attack to disrupt spellcasting, and you can ready a dispel cast to also disrupt spellcasting.  If you don't get an AoO from them casting then that's the way to go about things.  Striking the foe with the weapon ought to both force the concentration check and force the save or lose the spell.
2:  Not going to work since a touch attack isn't possible, but you could go for nonlethal perhaps?  That's usually a -4 penalty to hit though, so maybe not.
3:  It is a targeted effect, not an area effect.  Even if you could make a touch attack to use the Dispelling enhancement, it would not work against the cloud because the effect is specifically the targeted effect that only works on a creature or object and not the area effect.

As above. A poison ring will let you do with this with a touch attack.

It should be noted that this does not, RAW, actually allow a counterspell attempt proper, only dispel some effect(s) already active on the target. For a counterspell, you have to ready dispel magic or the like specifically, and while e.g. wanding it would be fine, an item that only gives you most of the effect of half the spell after you satisfy some condition … wouldn't.

I suspect most DMs would let this slide, and many would probably not actually see the glitch unless it was pointed out.

Perhaps a smidge off-topic, but if you're looking to shut down enemy casting with a touch attack, you might consider the Quorbred template from (IIRC) Secrets of Sarlona.

It works preemptively, though, not reactively. On touch, enemy gets a Fort Save with a decent DC, and is unable to cast on failure. Might also shut down spell-likes and supernaturals, though I'm not sure off-hand.

The caster level on that ability is only 5, also (unless you pay more to boost it). So you're very likely to fail the dispel check against higher level casters.
