TS has a huge chunk of lore, I think he's used this setting before.

Are you intentionally or accidentally misspelling 'Charlatan'? I honestly can't tell.

Is the staff from the Outlander background a Quarterstaff?

And where is the list of languages?  I need to pick one.

Technically no.

Quote from: PHB 123
Choose your languages from the Standard Languages table, or choose one that is common in your campaign. With your DM’s permission, you can instead choose a language from the Exotic Languages table or a secret language, such as thieves’ cant or the tongue of druids.
Standard or something you can define as common with exotic/secret with permission.

Unless there is a lot of giant eagles you're kind of out of luck if you want to learn it.
But if you want to speak it, Tongues can help with that. :)
