How would a high level caster handle a lower level party?

Wouldn't this a) require rather a lot of 9th level slots (1 for each explosive runes, and 1 for each time stop), I guessing at sudden quicken and sudden maximise as pre-requisite feats.  But also that the characters stop to read what's written on the easels?

Reading isn't considered an action, and most literate people read things by habit/instinct, without even thinking about it.  As for the slots used, it's more the concept than doing that exact thing.  Even the calculated metatime is way off, it should be 144 seconds.  The idea is that you use some really powerful spells to do things that are essentially just to show off.

Actually I just needed some proof fool ideas answers in case my players would do something stupid in the wrong place. Not using subpar options which would end in the players actually winning a fight they should not be able to. I'm not trying to railroad or anything, but wanted to make sure I utilize the options a high level casters has, in such cases.
