When you weigh the positives and negatives of humans and dwarves, using one of two racial abilities to get exotic weapon proficiency (kusarigama) for humans is not efficient when you can get a reach weapon and an nonheld weapon for free to get the same effect PLUS a whole bunch of other racial abilities.

I love humans, but in this one instance of reach, dwarves are more efficient.
