I can actually see their justification this time. If people can get as many as 300 infringement notices but still have an account, that isn't really following the DMCA. You need to follow the DMCA to get  protection under current law. Places like Youtube have actual penalties (up to losing the account) in addition to taking down infringing material.

Even as token of a gesture as taking an account away is, it is at least a disincentive to use that service for this kind of stuff.

They're still mostly attacking the symptom not the cause though. And the collateral damage is unacceptable.
The impact done to piracy from these really is negligible except in the short term.

That's true.  Of course, the primary causes of piracy are stupid people with lots of money and China.  Our government doesn't have a very good track record when it comes to fixing those things.
