What would be the most useful plane to choose as a Planar Shepard? I'm looking for a plane that could give useful wild shapes and using Planar bubble for combat or utility

Leaving out the stupidly broken options of Dal Quor and Fernia, my favorite is Lamannia.  A nice set of shapes to choose, and a decently useful bubble.

Can you pick the Astral plane?  Not many forms, but you've got the Astral Dreadnaught: take the beholder's antimagic cone, put it on the tarrasque, and give it a ridiculous fly speed, and you're close to an Astral Dreadnaught.  There's also the ridiculous speed and magic traits of the plane.  I don't even know how the time trait would work.

I like Shavarath(sp?) for most Angels, Demons and Devils but its a late bloomer with mostly outsider forms

Clockwork Nirvana of Mechanus:
Some of the modrons in the Manual of the planes web enhancement (technically 3.0) cast as sorcerers AND clerics higher than their HD.

EDIT: This thread lists quite a few Eberron planes and wild shape forms
+1 Lamannia if you want animal forms with a free template, and probably some magical beasts, pays off sooner too if you don't want to wait around for outsider ws
