I'm in a 10th level campaign playing as a dragon. Said dragon is a bit of a bookwyrm, so her hoard would be more of a collection of books. And of course with being a dragon, half the fun is being able to bask in the glow of knowledge sitting comfortably upon their shelves with loving care and not crammed willy-nilly into a Handy Haversack, Bag of Holding, or Portable Hole.

And being a dragon she would certainly not leave her hoard in a place where it could be looted whilst seeking out more books. All I can think of is something along the lines of a Magnificent Mansion spell made permanent or something similar. But the SRD does not have the capacity for a MM being made permanent.

So I figured that I would ask here. And so I am!

Also are there any magical items or what have you that I could use to represent such a library?

I would price it as a wondrous item.

Mord's Magnificient Mansion is a 7th level spell, which requires a 13th-level caster.  Duration is 2 hours/level, so 2*13 = 26 is over the 24 hour limit and gets you half pricing.

cost = 7 (spell-level) * 13 (caster-level) * 2000 (continuous or use activated) * 1/2 (over 24 hours)
        = 91,000 gp

I might let you have it for 1/2 price (45,500gp) if it's stays in one place - ie, the entrance is in your liar and doesn't change location.  If it's something you can tote around with you, then it's full price.

The DMG (pg 254) has an item called Daern's Instant Fortress which costs 55,000gp, and requires CL 13 and Mord's Mansion to create.  But it's not as nice.
 - Fortress has 1200 square feet(20x20x3levels) .  Mansion has 3900 square feet (10x10x3x13)
 - Fortress exists on prime material plane.  Mansion exists in extradimensional space.
 - Fortress is drab (but you can decorate).  Mansion is gorgeous.
 - Fortress you're on your own.  Mansion comes with 26 unseen servants.
 - Fortress can be used as a weapon.  Ok, that's a point in its favor since we're talking D&D.
 - Fortress can be destroyed.

I don't think the extra is worth an extra 35,500gp.  I'd put the Mansion around 70,000gp.  Even cheaper, because I like the story behind it  :)    But it's up to your DM.

An alternative is to build your library behind solid stone.  Cast Phase Door or Dimension Door to enter/exit.  You'ld have to set up a ventilation system, but the holes could be small and twisted enough they don't allow intruders (or use a bottle of air).

Just came across a spell in Dragon Magic, pg68, called "Hoard Gullet".  It's a wiz/sor 1 spell that gives you a magical stomach where you can safely transport up to 100 lbs/level.

Doesn't really work for an entire case worth of books, let alone a library equivalent.

I talked with my DM and he brought up an Enveloping Pit with the dimensions shifted around a bit so it's wider, but shorter.

Enveloping Pit (MIC 159) is like a portable hole but greater and square-shaped. You have yo be LE, LN or NE to use it.

Stronghold Builder's Guidebook can probably do most of this for cheaper, save the extradimensional bits.

The Enveloping Pit idea is good, assuming you can open it.  Since you're making a custom item, anyway, you may as well change the alignment requirement to be within 1 step of whatever your alignment is instead of one step within LE.

I managed to find what I needed for about 5100 GP. Tome of Worldly Memory from MiC allows for 3 +5's to any knowledge check a day, as a standard action if you have 5 ranks in the Knowledge skill.
