Polymorph Items? Or, 3.5 Adventure Update

Kevin, you're not doing it for power, are you? What can they possibly gain from being polymorphed into humanoids? Element of surprise? That's hardly worth the loss of their high attributes and some of their combat abilities. For real, no CR adjustment is needed. Just give them the ability and be done with it.

According to the module, they're to use it to trick the PCs into turning on themselves (you mimic them and get them in trouble with the locals), get them to lower their guard when they think that they're actually helping people out (only to get ambushed in return), and give them "hints" when they use Gather Information and Diplomacy about where they need to go next (again for ambushes). It happens regularly throughout the whole module (mostly with ice devils). They don't actually fight until the final battle when everyone's finally transported to Dis' Iron City and by Dispater's tower (who wants the PCs to be lead to him). They all have a level of thief so that they can pickpocket the best items off of the PCs. This again is merely to get them to follow you.

Yeah, no. My players are a little more uptight than that. They don't accept "a wizard did it", ever. They want a paper trail following how everything came up and why they aren't getting additional xp than what the book says. I actually lost a couple of players because I don't use this chart http://www.farlandworld.com/xp1.html and they thought I should so they could level up faster.

In that case...just put a Disguise Self on each of them? Backed up with actual disguise ranks that should carry the day. Just remember to mask the aura. Its purely for subterfuge and not really worth a a CR increase as it does not enhance what they actually do. The challenge of being messed with by a bunch of critters isn't dependent on the critter's CR if its not combat.

Nope. I'm not even close. Especially not when players can drop you faster than a hot iron. Last week a PC met with Orcus. In person. Feared due to failing a will save and face down in the dirt due to failing a Strength check, the player would not shut up. He kept badgering Orcus, calling him names, putting him down, calling him a bully, belittling the major demon lord, and just talking trash in general. I took time OOC to tell the player why that couldn't happen, and he ignored me. Just kept going on like I hadn't said a thing, even going so far as to take it up a level or two in disrespect to him and interrupting me while I was talking to the other players as Orcus. That character's going to disappear next week. He won't even exist in anyone's minds once Orcus is done. You don't do that to a demon lord when you're ECL 11, feared, and worshipping a LG god when you're in Orcus's realm surrounded by all of his followers.

They call it polymorph in the module, but the creature don't have either spell at their disposal.
