Describe a NEW setting or story arc in ten words or less.

That's right, creativity exercise time.

Come up with a new idea for a campaign or whole setting, and describe it in ten words or less.

Anything posted is fair game for borrowing!

So the answer is no, it woldn't really change anything.  Unless they have access to space travel.  And I suppose depending on the size of the shell, it might make it possible to spy on the other side of the planet.  What you describe in the second post is still not "water lighter than air", but a different orientation for the gravity.

The world would be dark, on dry land anyway.  Anything that cant fly or swim has to live off of the carrion that falls from the oceans above.

So you have a space bordering ocean environment, normal under water life (unless you swim too deep and fall), and a very bleak outlook for land bound humanoids.  The underdark but freakier.  I was thinking along the lines of an angler fish compared to an average fish, now apply that to humanoids.

Think small-scale. Think economics. Sure, the arrangement of the world is different, but also... it never rains. Ever. And what about drinking glasses? What about the effective weight of  a human body that's 80% water? What about scarcity, and the economy? What about crops and food supply?
