Permanent Silence?

I need a permanent silence field around a creature.
NPC spellcasting and items only.
Of course, as cheap as possible.
Ideas?

//note: useactivated would be an option, too, and it would be nice if I could turn it on/off.

a custom, eternal wand made by an incantantrix or other caster that applies persist to the spell.

a caster can theoreticaly get -5* to persist. so she could theoretically make a persistent eternal wand as a 3rd level spell that you can cast every day(and it lasts all day) with a Use Magic Device check.  Itd be the same price as a 50 charge 3rd level wand +100gp

*An incant with easy metamagic class feature,  arcane thesis, metamagic school focus(illusion), practical metamagic(persist) , and and the halruuan elder prc reduction could do it, among DMM or other methods, etc.   

you can't turn it off though

Hm, since Incantatrix are not allowed for us as PCs I think my DM would have problems with me doing that trick. But eternal wands are a nice starting point since it's a CL 3 4.420gp 2/day item, but it needs a command word to start working.

If I can get the persisted silence into a wand, it would only have CL 5, so it would be easy to dispel it with another item. But I can't activate a wand with dispel while the silence wand is active, anyone got a solution to that?

If you can get persisted silence into a wand you can certainly get silent dispel magic into one....

it doesn't have to be an incantantrix to do it, there are several builds that can get there, I just threw it out as an example.  Also there's epic caster builds that could do it just as easily.  I guess the point is that it IS capable of being crafted.  it doesn't really matter who does it.

as far as caster level is concerned I don't think it matters, because you can always dispel your own spell effects if memory serves (even ones that you created from wands)

Does it have to be Permanent or could it be 24 hs?
If it can be 24 hs you can use the bard spell "zone of silence" which has h/lv duration, extended: 2h/lv.
