How does Ocular Spell work with Personal effects?

Ocular Spell states that it doesn't work if the target is personal (which I suspect means no self-only stuff).

Why would it need to?  Personal spells can already be persisted.  The trick with ocular was making non-personal spells persistent.

I believe that Ocular Spell is mostly used to persist touch spells, which are arguably not fixed range (an argument for another time).
