Runestaff?

I'm looking for an item that allows its possessor to cast spells he doesn't know, from his own spell slots.  I think it was called a runestaff... is that the item?  In which book can I find it?

"I doubt she's going to make a DC 111 Fort save, anyway."

Runestaves can be found in the Magic Item Compendium, and indeed let you cast spells you don't know from your spell slots - though only x/day, if memory serves. Alternatively, there's a select few items that have this as an innate power, like the components of the Raiment of the Wanderer (or something like that) item set, also from MIC.

Also, Drake Helm in Magic of Eberron(?), though, like knowstones, the attuned dragonshards for it are ridiculously expensive - I'd stick to a custom runestaff
Something inside me dies when I see the word fallacy applied to ideas held about roleplaying. And a small bit of vomit comes up when I see a character called a 'toon'.

Not in Magic of Eberron, some other obscure book. Explorer's Handbook, I believe.

Also, Runestaff is Arcane, and there's Divine version in...Complete Champion, I think?

Arcane is fine, sorcerer isn't.  I'm looking to enable a warmage to frequently cast a few simple make-or-break buffs like fly.  Levels and feats are in short supply, money won't be, to start with.

Drake Helm is Explorer's Handbook pg 151; it specifies "spontaneous arcane spellcaster such as a sorcerer or bard".

Divine version of Runestaff = Domain staff, Complete Champion (not useful for OP, though).
