Low magic Campaign

Aside from the Adept are there any other Divine caster classes limited to 6th level spells?  I want a game where Tier 1 and Tier 2 classes are not allowed.

Could you please elaborate on how limited divine casters ties in to no tier 1/2 classes? It's a simple exercise to simply say that they're banned.
Why would you specifically need divine casters?

The Nightstalker from Races of Ansalon (pg 153) fits the bill nicely; and is somewhere around a tier 3.

Why would you specifically need divine casters?

I would like the campaign to be heavy on politics and intrigue.  Tier 1 and 2 classes quickly make this difficult by level 7.  So idea is to ban tier 1 and 2 classes, but looking for a class that represents the priests of the campaign world.  Bard Sages will take the role of wizards/sorcerers, but could not think of a Divine caster class to represent the priestly castes.  I thought about the Divine Bard, but was wondering if there were other options.  I will look into Races of Ansalon, thanks for that idea.

Most priests should probably just be Experts, shouldn't they?  Plenty of priests in the real world do their jobs just fine without magical superpowers.  Max ranks in Know: Religion, Diplomacy, Perform: Oratory, and maybe season with one or two other skills depending on whether you're a fire and brimstone preacher condemning the sinful world, a merciful seeker and redeemer of lost souls, or something in between.

Yeah, but the get the sorcerer progression up until 10th level ..... that might be counter to his goals up until that point.

You could make the good-aligned priests healers (Miniatures Handbook).  It's actually lower tier than adept, but the priests will just be hanging out in temples anyway.  This also keeps NPC casting of restorative spells readily available.  Just make sure to take gate off the class' spell list.
