TWF/Sword&Board question

So, I'm wondering if it's feasible to build a Sword & Board/TWF user who both a. uses a spear or other such reach weapon in one hand and shield bashes with the other and also b. doesn't rely on precision damage?  I was thinking Cleric, Ardent, or maybe PsyWar would be suitable base for the chassis, but I don't really know what's up with shield usage.  Are there any interesting tricks such a build could do?  Any resources I should be looking at?

There are feats to improve the qualtiy of your shield bashes, but the investment is rather heavy and it will eventually seem like you're a shield fighter who also wields a spear rather than a shield and board fighter.

S&B TWF only really starts working once you get Agile Shield Fighter and even then you don't get extra off-hand attacks.  It's typically better to 2-hand a heavy shield and attack with it maybe using PA or something.  It is quite feat intensive though but can be pretty decent with the right setup.  Notice Shield Charge for example.
