If you have the power, why wouldn't you use it?

Let's assume you're capable of casting L9+ spells or manifesting L9+ powers of your own ability.  Why then do you need (or care that much about) society?  You seem so far removed from OOC human understanding and the need to have others around that having a society of epic or near-epic people seems ludicrous!

The only reasons I can see for such epic people interacting with society are if someone significantly more powerful is around or/and that person really likes society, for some reason.

It depends on your alignment and personality, I suppose.  I high level Neutral or Evil Psion probably wouldn't care about society, because nothing that happens to it effects him directly.  He doesn't need human contact, because he can literally make up people to talk to in his head. 
A Good spellcaster or Neutral Cleric of a Good deity probably wouldn't become a recluse because it's in his nature to help people.
An Evil person might stay involved, if only to lord his awesomeness over all the little peons. 

I don't think there's any reason at all for (near) epic societies to exist, except perhaps as country clubs where all the obscenely powerful people get together to talk about how obscenely powerful they are, or else as a Justice League type situation where they just kind of chill out in a convenient location when they're not out saving the world.

Even with the power to do everything yourself, I think there'd be many things you'd still rather pay people to do for you.  Your time has value.  At 20th level, even your cantrips have a market value of 100 gold pieces.  A cook, laborer, maid, or porter only costs 1 silver piece per day.

Look at the MtG world pre-nerf.

Urza built a school to train and research to battle the BBEG.
Teferi became a court mage, an entertainer, all while covertly leading his nation to new heights.
Commodore Guff was building a library that contained all knowledge in the world.
Bo Levar was a interplanar smuggler and he liked his job.
Freyalise created a huge enchanted forest and the entire eco system within it, then defended it.
Serra took creation one step further and created her own imperfect plane based on her 'divine' beliefs.
Karn did better, his mechanical plane requires no upkeep and is apparently self sustaining.
Nicol Bolas has never stopped seeking power.
Sorin ended war on his own plane, then stopped a bunch of world eaters, even depowered he still seeks to maintain balance.

These people are like average joe acquiring the Paragon Template and 30th level Sorcerer Spellcasting. They can go anywhere, cast any 'mortal' spell, effectively immortal, and so on. Like Bo Levar walked to the bottom of the ocean and grabbed a square mile of water and transported it on land flooding an ungodly sized region, effortlessly. For the most part, the continue being exactly who they were to begin with but a few turn to building the perfect society in their own image. Like, got a social loving Sorcerer who loves whores and drinking? He is probably an interplanar pimp using Summon Monster in fun ways. Got a Cleric that upholds Pelor's ideas? Probably creating a one church based city or fulfilling 'pope' duties. Etc.

Also, no matter how powerful you are someone is always bigger and badder (either mob, god, or you but +5 levels). This is especially true when talking about TO paranoid Wizards since they live in a continuous state of fear for death or showing a weakness against unknown threats, their lives are dedicated to living in a very complex living tomb.

It depends on what you value and what you want. If it were me (towing the line between Lawful Good and Lawful Neutral), having power like that would give me the ability to reshape the world in my image. The world, under my influence/guidance/rule (whichever it takes), the entire planet could be improved far beyond the poor ability of its current leadership as far as my thoughts are concerned. If I have to be Dr. Doom (see my profile picture, though I believe myself to be more ethical) to make the world a better place, then so be it.

Then after being out smarted in the how, it happened and he went on to create new life.

Having vast power does not mean you have transcended the need for the company of others unless you have left your humanity (is there a multi species term for this) behind as well.  The same motivations you have always had still guide you even if you no longer have much in common with the typical member of your race.  This would actually increase the likelihood of clubs of epic level beings because who else would act as a peer?

I like to think of the high elves from Lord of the Rings. They invite all their buddies over and give them stuff, feed them, party, and protect them. That's what a fairly normal person would do, I think.

9th level powers/spells as defined do not rewrite your own expression of your genetic code preventing you from wanting the company/adoration/acceptance of or validation from others.

You'd have to research one for that, and there's no guarantee that anyone that's reached 17th level has actually had enough downtime to do that yet.  :plotting

Essentially: I'm sure there are lots of those high level people.. but we never hear about them for exactly that reason! Thus the ones that still interact with society are the only ones around to be counted.
