There is a place you can hail from in Faerun, which some book mentions that if you come from there, you can ignore certain item creation requirements.

What is that place?

What requirements do you get to ignore?

What are the restrictions?

What book does that come from?

The book is "Silver Marshes" page 62 in the sidebar at the bottom.  If you join the college you can create magic items without the item creation feats at for a 10% market price extra fee.  You still need the spells.

I believe it is called fae-rance. It is where the naked ladies dance.
They have a hole in the wall.

That hole is where the you create magic without the the item creation feats.
