When does Dragon Shaman Vigor happen?

Dragon Shaman Vigor (PHB2-13) provided fast healing for allies within 30' of the character.

When does this healing take place?

On the shaman's turn or the ally's turn?

At the start of the turn, the end of the turn, or anytime desired?  (eg, if movement happens, do you have to be within 30' at the start, end, all, or any part of the turn?


Edit: DMG-293 says fast healing happens at the start of the turn.  And since other shaman powers happen on the ally's turn (eg, bonus damage), we'll play the ally's fast heal at the start of the ally's turn if they start their turn within 30' of the dragon shaman.

according to the DMG page that you cited it would happen on the start of the turn after the Dragon shaman activates the ability to all within 30' at that time.

For the dragon shaman in my group, I've ruled that all aura affects apply at the start of the Dragon Shaman's turn and clarified line of effect and sight (except for Vigor, which I ruled to extend pass stone walls so I didn't have a TPK on my hands last night) for her.
